OCIC Group and KPCC Join Forces with Rabbit School to Expand Campus for Children with Disabilities

OCIC Group and KPCC partnered with Rabbit School to fund and expand its campus, providing improved educational facilities and greater opportunities for children with disabilities across Cambodia.

Phnom Penh, 2025 — Rabbit School, a Cambodian non-governmental organization that provides education to children with intellectual disabilities and autism, is receiving support from Overseas Cambodian Investment Corporation (OCIC Group) and its affiliated company, Koh Pich Construction Company (KPCC), to expand its main campus in Phnom Penh, allowing more children to benefit from the NGO's inclusive education programs.

Rabbit School signing ceremony

The partnership was formalized by Mrs. Sor Sothearom, Executive Director of Rabbit School, and Mr. Chin Hok, General Manager of KPCC, who signed the agreement at a ceremony hosted on campus. As a meaningful gesture of support, OCIC donated Golden Daun Keo rice to disadvantaged families of Rabbit School students.

"Meaningful progress happens when we work together. This partnership reflects a shared commitment to give children with disabilities the support they deserve, and to ensure their families feel included in the growth of our city," said Mr. Chin Hok, General Manager of KPCC.

Golden Daun Keo rice donation

Rabbit School's main campus, located within Toul Kork Primary School, is currently operating at full capacity, serving 230 students and maintaining a waiting list of more than 250 children. To meet this urgent need, the school plans to extend its existing facility by building a new infrastructure, with two additional floors and 15 new classrooms. This expansion will create space for an additional 91 students each year, offering more children the chance to learn in a safe and supportive environment.

OCIC Group is funding the design and planning phase of the expansion, while KPCC is providing technical and architectural expertise to ensure the project meets the school's needs. Their combined support will facilitate timely construction and help Rabbit School continue its vital work promoting inclusive education and supporting children with intellectual disabilities in Cambodia.

Rabbit School students learning

"Too many children with special needs in Cambodia are still waiting for the opportunity to learn," said Mrs. Sor Sothearom, Executive Director of Rabbit School. "In Phnom Penh alone, over 250 are on our waiting list for a place at school. Every day they spend out of school sets them further behind and limits their chance to lead an independent, self-reliant life. Thanks to OCIC and KPCC, we're one step closer to changing that."

This project marks just the beginning of the collaboration. OCIC has expressed its intention to explore additional ways to support the school's work in the long term, including opportunities for students to gain employment and practical experience within the group's various projects in the future.

Green Oasis is a long-term community initiative dedicated to creating more green spaces across Cambodia, with a strong focus on urban areas. By involving residents, partners, schools, and youth volunteers, the program promotes community participation and raises awareness about sustainability and biodiversity.

"By joining forces with our partners and the community, we are creating more green spaces that improve quality of life and promote sustainable urban growth."

Participants will also be able to follow the growth of the trees they planted, creating a lasting connection with the initiative and the community.

Partnerships with companies like PassApp are also being explored to improve urban mobility and ensure a more accessible, efficient transportation network.
  • A Culture of Sustainability: Beyond tree planting, Chroy Changvar's masterplan prioritizes walkable streets, public parks, and recreational spaces, shaping a healthier, greener, and more livable environment for residents and visitors.

The fund’s first investment selected Jalat Logistics, a fast-growing delivery and last-mile logistics startup serving thousands of merchants across the country.

“This is an important step to support local founders who are building real solutions for Cambodian consumers and businesses,” said Thierry Tea, Co-Founder and CEO of Canadia Impact Fund. “Jalat Logistics has demonstrated strong execution, customer reliability, and the ability to scale. Our role is to help them grow even further.”

Supporting Growth in Tech, Logistics and Digital Commerce

Founded by three young Cambodian entrepreneurs recognized in Forbes 30 Under 30 Asia, Jalat Logistics has become one of the country’s local leading delivery platforms. The company has completed over one million deliveries with a 98%success rate, serves more than 6,500 merchants, and has processed over USD 20million in cash-on-delivery transactions.

“We are committed to providing reliable, fast, and transparent delivery services for our customers and merchants,” said Sethey Sou, CEO of Jalat Logistics. “Being backed by Canadia Impact Fund strengthens our ability to improve our operations, technology, and customer experience as we continue to grow.”

A Fund to Support the Next Generation of Cambodian Entrepreneurs

The launch of CIFC highlights Canadia Group and founder Lok Neak Okhna Pung Kheav Se’s continuous engagement since 1991, in supporting Cambodia’s economic development and local entrepreneurial community. Canadia Group has been supporting traditional organizations such as Young Entrepreneur Association of Cambodia (YEAC), Cambodian Women Entrepreneur Association (CWEA) and SMEs with FASMEC.

Leveraging on the foundations of the group, CIFC sets a focus to double down in the innovation and sustainability ecosystem, believing in Cambodia’s long-term outlook by investing in sectors such as healthcare, education, technology, biotech, food, logistics, and sustainable technology.

CIFC’s team is led by Thierry Tea, former CEO of Airbus Helicopters in the Philippines who has previously established Negocia Capital in Singapore, counting successful seed investments in French cleantech hybrid electric aerospace startup Ascendance, US based office digital infrastructure startup GroWrk, Cambodian education startup Dichi Academy and some fintech platforms. The founding team consists of experienced Cambodian and young international professionals with experience in finance, technology, and business development, such as Chhem Siriwat co-founder of AI Forum, Anandha Khaou formerly with Prestige Consulting and Jim Baldy previously Co-Founder of advertising and mobility startups.

In addition to supporting Cambodian startups, the fund is also open to investing in ASEAN-based companies that can bring new capabilities, technology, and partnerships to Cambodia.

CIFC also connects with networks of global technology partners, including Google, Apple, Huawei, Alibaba, Grab or Bolt, to enhance regional connectivity and increase international visibility for Cambodian founders.

The fund collaborates with startup support networks such as Khmer Enterprise, Smart Axiata’s Startup Space, 2080 Ventures, Techo Startup Center, and Impact Hub to strengthen pathways for local founders.

“Our aim is to help foster more Cambodian founders, more Cambodian innovation, and more Cambodian success stories,” added Thierry Tea.

Momentum in Cambodia’s Startup Scene

Cambodia’s startup ecosystem continues to gain momentum through collaboration between the private sector, public institutions, and international development partners. Programs from Impact Hub, FirstWave’s Founders First initiative, UNICEF’s Generation Future, the Ministry of Post and Telecommunications (MPTC)’s Plug and Play program or the initiatives from Techo Startup Center are helping expand entrepreneurial skills development, mentorship, and opportunities for young innovators.

Meanwhile, Phnom Penh has seen the rise of new innovation spaces such as Raintree and the recently launched Connexion Hub, a modern campus inspired by France’s Station F. Connexion in Koh Pich brings together startups working in edtech, cybersecurity, blockchain, AI, robotics, fintech, e-commerce, sport, and consulting, reflecting the growing presence of tech-driven entrepreneurship in the city’s developing business district.

Within this environment, Canadia Impact Fund aims to support the next wave of Cambodian innovation, positioning Cambodia as a rising startup center in the region, where homegrown founders, domestic capital, and international partners can work together to create new opportunities.

04 June 2026, Phnom Penh – The United States International Development Finance Corporation (DFC) has approved the deployment of US$100 million for Techo International Airport to support the expansion of Cambodia's aviation infrastructure.

16June 2026, Phnom Penh, Cambodia – Techo International Airport has been recognised among the World’s Most Beautiful Airports 2026 as a laureate of the Prix Versailles World Selection. The airport is listed alongside outstanding international projects from the United States, Germany, China, and India, highlighting its architectural quality, Khmer design identity, and cultural references.

Announced annually at UNESCO since 2015, Prix Versailles celebrates projects that combine architectural excellence with innovation, creativity, local heritage, ecological efficiency, and social impact. Introducing this year’s selection, Jérôme Gouadain, Secretary General of the Prix Versailles, noted that contemporary airports “can no longer be described as mere ‘transfer’ spaces” and are becoming “emblems of economic, cultural and social dynamics.”

Previous Prix Versailles World Selection laureates in the airport category include Singapore Changi Airport Terminal 2 and LaGuardia Airport Terminal B in New York. Past juries have also brought together leading figures from architecture, design, culture, and the arts, including Emma Watson, Lang Lang, and Philippe Starck.

As one of OCIC’s landmark infrastructure projects, Techo International Airport brings together international design expertise and Cambodian cultural references.

Designed by Foster + Partners, the airport is defined by a large roof canopy whose overall form draws inspiration from the rumduol flower, rising towards the center of the building and echoing Cambodia’s palaces and temples. The structure’s detailing is inspired by traditional basket weaving, with elements that appear woven from bamboo and rattan.

The airport’s design approach contributes to natural ventilation and reduces the need for artificial lighting during the day. Greenery follows passengers throughout the terminal, with native rumduol trees rising within the soaring central void. The integration of natural light, interior greenery, warm materials, and cultural references creates a calm and welcoming environment for passengers.

Techo International Airport’s recognition highlights Cambodia’s growing presence on the international architectural stage and marks an important milestone for Canadia Group as part of one of Cambodia’s most significant infrastructure projects, with continued development planned to support the country’s connectivity for the next decades.

PHNOM PENH, 24 August 2026 – UNICEF and the Overseas Cambodian InvestmentCorporation (OCIC) Group today signed a Memorandum of Understanding (MoU) tostrengthen collaboration in advancing the rights and well-being of children andyoung people across Cambodia. The multi-year partnership, the first-ever UNICEF in Cambodia has signed with a conglomerate, aims toleverage the strengths of both organizations to create lasting, positive impactfor children, families, and communities.

The MoU was signed by Okhna Dr. Carolyne Pung, ViceChairperson of OCIC, and Ms. Maha Damaj, UNICEF Representative-Designate toCambodia, marking a new chapter in the two organizations’ collaboration.Thierry Tea, Vice-President of OCIC, and Ms. Moiltmaa Sarantuya, PartnershipsSpecialist at UNICEF Cambodia, witnessed the signing.

Cambodia has made important gains in advancing children's rights in recent decades, yet many children and young people stillface challenges in accessing quality education, healthcare, protection, and equitableopportunities to build skills and contribute to their communities.

“This partnership gives us a framework to turn ourcommitment into action, from vocational training, mentoring and internshippathways for young people, to strengthening family-friendly policies across ouroperations. It also opens the door to supporting child-centred andclimate-related initiatives.” said Dr. Carolyne Pung, Vice Chairperson of OCIC.“Working alongside UNICEF, we can reach further, share our resources andexpertise, and create lasting impact for children and young people acrossCambodia.”

Through the agreement, UNICEF and OCIC will worktogether to promote child rights within the business sector and widercommunity, support access to quality social services, and explore innovativeinitiatives that help children and young people reach their full potential, especially the most vulnerable, ensuring that development benefits all childrenand families. The agreement also outlines a commitment to the core values ofthe Children’s Rights and Business Principles, a framework developed by UNICEF for the privatesector to understand and address the impact of business on the rights andwell-being of children.

The collaboration will focus on several key areas, including raising awareness of children's rights and responsible businesspractices, supporting education and youth empowerment initiatives, promotingfamily-friendly workplace policies and child‑friendly products and services, and encouraging greater corporate engagement inadvancing climate-resilient services for children. The partnership will alsoexplore opportunities to strengthen vocational training and pathways for youngpeople, helping equip them with 21st-century skills for the futureworld of work.

“We are excited to build on our official collaborationwith UNICEF’s Generation Future programme and help create more opportunitiesfor young people in Cambodia,” said Thierry Tea, Vice-President of OCIC. “Lastyear, I had the opportunity to mentor a group of young students from theprogramme over several months. Our teams also had the opportunity to supportUNICEF by hosting their hackathon at Connexion Hub in Koh Pich. Seeing thecreativity, ambition, and potential of these young talents firsthand reinforcedmy belief that they can achieve extraordinary things when they are given theright framework, the right support, and the right platform. I look forward tocontinuing to build on that experience and further strengthening ourcollaboration through this new partnership.”

As part of the partnership, UNICEF will providetechnical expertise, evidence, and tools to support the integration of childrights principles into corporate policies and practices. OCIC will promotechildren's rights through its business networks while advancing responsiblebusiness practices across its operations.

Cambodia Takes theSpotlight

Cambodia takes center stage as guest of honor at the 19thedition of Angoulême’s French-language film festival, taking place from 24 to29 August in France. The Angoulême Film Festival is one of the main events celebratingFrench-language cinema. Nine Cambodian films were screened throughout the week, including La joie de vivre (1969), directed by King Father NorodomSihanouk himself and screened in the presence of his daughter, H.R.H. PrincessNorodom Arunrasmy, member of the Cambodian delegation at the festival.

As one of the festival's partners, OCIC presented a videointroducing Cambodia and Techo International Airport, the country's newinternational gateway, while showcasing Khmer culture through images of Apsaradancers performing.

This is not the first time OCIC has been involved inCambodian cinema. In 2024, the group funded a series of European premieres for LaBeauté du geste, a documentary by Xavier de Lauzanne on the Cambodian RoyalBallet and Apsara dance. The film captures the final production overseen by thelate Princess Norodom Buppha Devi.

More recently, the group helped produce Returning Gods,a film by Hun Pen and Yoshiro Osaka on the return of Khmer artifacts toCambodia, and contributed to Pithi - Objects of Ceremony, an exhibitionof repatriated artifacts at Koh Pich City Hall.

A History That RunsDeeper Than Language

Cambodia’s ties to the Francophone world extend beyondlanguage. His Late Majesty King Father Norodom Sihanouk was among the foundingfathers of the Francophonie. Cambodia’s presence as this year’s guest of honormarks a step towards hosting the Francophonie event in November 2026.

The festival also served as a platform for new partnerships. On 24 August, H.E. Nuon Pharat, Governor of Kampong Thom, signed a Letter ofIntent for Partnership with the City of Angoulême, paving the way forcooperation in culture, heritage, and exchanges.

An Airport Built on the Same Idea

The video presented by OCIC offeredan opportunity to showcase a project that goes beyond the screen, introducingTecho International Airport while highlighting Cambodia’s culture and welcomingspirit. The airport’s design celebrates Khmer heritage, with hand-carveddetails, a central golden Buddha, and a roof echoing traditional Cambodianarchitecture. This distinctive design has earned international recognition, with Techo International Airport recently named among the world’s mostbeautiful airports by the Prix Versailles.

This year, Angoulême broughtCambodian cinema to an international audience, while Techo InternationalAirport is opening a new gateway to Cambodia.

Canadia Impact Fund (CIFC) is investing in the seed round of Newwave Tech Foundry (Newwave), a fast-growing Cambodian technology and artificial intelligence company. The investment agreement was signed by Dr. Carolyne Pung, Co-Founder of Canadia Impact Fund, and Kim Chan Amrithvatey, CEO and Founder of Newwave. The Investment was announced during the 3rd Digital Trade Forum in Phnom Penh. The forum was launched by H.E. Cham Nimul, Minister of Commerce of Cambodia.

Newwave provides AI Transformation and Software Development services to medium and large organizations. The company is also developing RE:AI, an AI platform aimed at supporting the business growth of small and medium businesses. Set to launch soon, RE:AI’s first suite of services will help businesses integrate AI into their sales, marketing, accounting, supply chain and HR operations, enabling them to work more efficiently. With Southeast Asia's AI sector projected to grow from $12 billion in 2025 to nearly $80 billion by 2031, companies such as Newwave have significant opportunities to capture a share of this fast-growing market.

Cambodian Talent,Global Reach

Founded in 2024 by Cambodian entrepreneurs Kim Chan Amrithvatey and Nhek Pich Panharith, Newwave got a rapid international traction. More than 70% of Newwave's clients are based outside Cambodia, in markets including the United States, France, the United Kingdom, the United Arab Emirates, and Australia. In Cambodia, they work with big names, one of them being Lucky Supermarket, part of DFI Retail group, and the team of Newwave has grown to 17 employees.

“In Cambodia, we’re seeing a new generation of entrepreneurs building companies with ambitions beyond our borders,” said Thierry Tea, CEO and Co-Founder of Canadia Impact Fund. “Newwave is exactly the type of company we want to support: talented and resilient founders. We believe Newwave can play a meaningful role in the digital transformation of businesses, not only in Cambodia but internationally”

Co-founder Kim ChanAmrithvatey is a serial entrepreneur with an MBA in AI and IT Business from South Korea. Co-founder Nhek Pich Panharith joined FlutterFlow in 2024 the San Francisco-based low-code platform backed by Google Ventures as a core team member, ranking among the top 1% of builders worldwide that same year.

"This isn't just capital. It's validation of our direction," said Kim Chan Amrithvatey, CEO of NewWave. "NewWave is building the AI transformation infrastructure that Cambodia's next generation of enterprises will run on, and this partnership with Canadia Impact Fund accelerates that mission at exactly the moment we're ready to move. We're building toward a future where Newwave sets the pace for AI adoption across the region."

Supporting Cambodia's NextGeneration of Entrepreneurs

Canadia Impact Fund Co. (CIFC) was launched in 2025 as Canadia Group's corporate venture capital initiative, designed to support ambitious young entrepreneurs in South-East Asia.

In the same year, CIFC made its first investment with Jalat Logistics, a last-mile delivery startup now serving thousands of merchants across the country. Since then, Jalat has completed two million deliveries, achieved a 98% success rate, and grown its client base to nearly 10,000 merchants.

Newwave marks CIFC's second investment, made at a moment of real acceleration for Cambodia's tech sector. Startup Cambodia recorded 235 startups in 2025, while the ecosystem is also attracting greater international investor interest. Plug and Play, a global innovation platform and venture capital firm, is now active and investing in the country. Also, in August 2026, the government launched its National Strategy on Start-up Development 2026-2030, targeting $30 million in startup investment and 100 startups securing funding by 2030.

Cambodia's ecosystem is starting to get that visibility. From 14 to 16 November, the country will host FrancoTech as part of the Francophonie Summit in Phnom Penh, bringing entrepreneurs, investors, and francophone tech networks such as French Tech to the capital.

OCIC and World Citi Colleges International, Inc. (WCCI) signed an agreement on 1 October 2026 to establish WCC International Aero Tech University (WCC IATU) inPhnom Penh. The university will expand access to specialised aviation education in Cambodia, preparing students for technical and operational careers in the sector.

The agreement was signed by Oknha Dr Carolyne Pung, Vice-Chairperson and CEO of OCIC; Thierry Tea, Vice-President of OCIC; and Raymond Patrick Guico, CEO of WCCI. The ceremony was presided over by H.E. Dr Hang Chuon Naron, Cambodia’s Deputy Prime Minister and Minister of Education, Youth and Sport, in the presence of H.E. Ly Sovannarith, Representative of the State Secretariat of Civil Aviation, and representatives of the Embassies of Canada, the Philippines, and France.

Aviation Education Closer to Home

At launch, WCC IATU will offer three bachelor’s degrees:

-       Bachelor of Science in Aircraft Maintenance Engineering (Mechanical & Avionics)

-       Bachelor of Science in Airline Operations Management

-       Bachelor of Science in Tourism Management with Flight Attendant program

These programmes will prepare students to maintain aircraft and their electronic systems, coordinate airline operations, and support the safe and efficient delivery of aviation services. Offering these courses in Phnom Penh will give Cambodian students access to specialized and international training closer to home. It will also create more opportunities for Cambodian technicians and engineers to build careers in the aviation industry, both in Cambodia and abroad.

Students will benefit from an established international network extending across the Middle East, North America, Europe, North Asia and Australia. According to Boeing, between 2026 and 2045, Southeast Asia is projected to need 258,000 new pilots, maintenance technicians and cabin crew, with global demand exceeding 2.4 million.

“Aviation brings together people from many different disciplines,” said Oknha Dr Carolyne Pung, Vice-Chairperson and CEO of OCIC. “Through our partnership with WCCI, we want to open the door for more young Cambodians to find their place in this industry and turn their passion into a profession.”

"Our vision is to build world class Cambodian aviators. This is why we invest incapacity building in Aviation and Tourism for the next generation. As I reflect from my career in the aviation industry, I strongly believe Cambodian aeronautical engineers and mechanics have a great future both locally and internationally," said Thierry Tea, Vice-President of OCIC.

Bringing Philippine Aviation Education Experience to Cambodia

WCCI, a leading aviation institution in the Philippines, is part of World Citi Group, whose educational roots date back to 1978. More than 100,000 students have graduated from the Group’s institutions and work in the Philippines and internationally.

“This new university will provide Cambodian students with solid training in their chosen fields and a clear understanding of what the industry expects,” said Raymond Patrick Guico, CEO of WCCI. “We want to help them develop the skills and confidence to build rewarding careers in aviation.”

Through the partnership, WCCI will bring its Philippine aviation education experience to Cambodia, supporting the development of WCC IATU’s specialized programmes. The university will combine this expertise with OCIC’s experience in developing educational institutions and aviation infrastructure in Cambodia.

Through its cooperation with Vietnam Airlines, Techo International Airport aims to offer passengers more travel choices and easier access to the airline’s international network.

Canadia Group hosted a delegation from the Philippine Department of Trade and Industry (DTI), led by Philippine Trade Secretary Maria Cristina Aldeguer Roque and Ms Bianca Pearl R. Sykimte, Director of the DTI Export Marketing Bureau.

The delegation was received at Canadia Tower by Oknha Dr Carolyne Pung, Vice-Chairperson of Canadia Group and OCIC, and Thierry Tea, Vice-President of OCIC.

The meeting focused on practical ways for Cambodian and Philippine companies to work together and develop new commercial partnerships. Both sides discussed opportunities to build stronger links between the two business communities, share expertise and explore areas of mutual interest.

Discussions covered a wide range of sectors: healthcare, food and beverage, energy, infrastructure, education, retail, real estate, investment and aviation.

The discussions follow OCIC’s recent partnership with World Citi Colleges International, Inc. (WCCI), a Philippine education group. On 1 October 2026, OCIC and WCCI signed an agreement to establish WCC International Aero Tech University in Phnom Penh, bringing Philippine experience in aviation education and training to Cambodia. More than 30 Filipino professionals also already work within the Group.

“Our partnership with WCCI is an important first step in developing closer ties with the Philippines,” said Dr Carolyne Pung. We hope this visit will lead to more connections, greater exchanges and new projects between our two countries, particularly as the Philippines chairs ASEAN in 2026.”

With the Philippines serving as ASEAN Chair in 2026, the visit provided a timely opportunity to bring Cambodian and Philippine businesses closer together and identify new areas for cooperation across the region.

“Having started my career in the Philippines and later founded a business there, I have a strong personal connection to the Philippines,” said Thierry Tea, VP OCIC. “I see significant opportunities for Cambodia and the Philippines to work together many industries, including in healthcare, infrastructure and aviation. The next step is to turn this dialogue into concrete partnerships and projects.”

The meeting opened a broader dialogue between Canadia Group and the Philippine Government on potential areas of future cooperation.
